The staffs on both sides have been converted in to command infantry stands. The Russians left most of their heavy equipment on the landing craft, there was not one functioning radio in the landing force! The Romanian command infantry stands could be staff telephone stands and the Romanian player may deploy them as such, however given the fluid nature of the game they may find command infantry more useful.
